Fuel economy information for commercial websites

Legal requirements

(in accordance with the Energy Efficiency (Vehicle Fuel Economy Labelling) Regulations 2007)

Since 7 April 2008, the Energy Efficiency (Vehicle Fuel Economy Labelling) Regulations have required that when a vehicle is offered for sale on a trading website, the listing must include fuel economy information. The fuel economy information must be clearly and prominently displayed in text (written words) that can be easily read so that it obviously relates to the vehicle, and must be on the same web page as the vehicle.

Any fuel economy labels that are printed should fully comply with the minimum size and fonts as required in regulation 6.

The fields required are:

star rating
litres per 100 km (where available)
cost per year
make and model details

You may also choose to display other relevant information.

What's available

With the agreement of the Energy Efficiency and Conservation Authority (EECA), owners of commercial web sites may directly access the vehicle data held by the NZ Transport Agency to meet their obligations under the regulations.

This access will enable the following:

retrieve fuel economy star rating and information as text for display alongside a vehicle being sold online
generate fuel economy labels to be printed and displayed with a vehicle

Web site owners are also able to retrieve Rightcar safety and emissions star ratings and other details for display alongside a vehicle being presented online. This is not required under the regulations but is optional. See www.rightcar.govt.nz to find out what information is available.

This data is available on a per vehicle basis using the same search options as on the label generating page of the Fuelsaver website.

Condition of access for bulk fuelsaver information by a "VFEL Service Provider" as from 1 March 2012:

The service provider will ensure that the email and phone contacts are current at all times. If any email or phone contact is not responded to within 8 weeks the access will be terminated. A new application for access would need to be lodged. (A secure generic company email would be one option)
Bulk access must be through the URL nominated by EECA. Use of deprecated or test URLs will not be supported and may be withdrawn at any time without notice.
Access is authorised to the applicant ONLY.
ALL vehicle fuel economy information requests must be "real" as follows: AT LEAST one search field must be populated with a VALID vehicle identifier ie VIN (preferable), chassis number and/or registration plate. Service providers consistently making empty or junk requests will be denied access at the sole discretion of EECA. At a minimum the following checks are required:
1. Check that programming errors are not causing empty requests to the service
2. Validate VIN lengths (17 Characters and no I, O or U) or (ideally) source/ validate the VIN with a reliable source that will not be subject to typing errors
3. Send ALL the identifiers for a vehicle that are available to you (VIN, plate, chassis number) in a single request
4. Don't send requests for vehicles manufactured before 2000
5. Don't send requests for vehicles clearly heavier than 3.5 t, or types of vehicle for which labels are not required. Refer to regulations in item 5.
6. If you use registration plate alone as a search option, EITHER confirm that the make of the vehicle returned on the label matches that of the vehicle being displayed OR confirm that the registration plate has not changed in the last three weeks.
The generating of VFELs to display on a vehicle OR the text to display on internet advertisements must be in strict accordance with the Energy Efficiency (Vehicle Fuel Economy Labelling) Regulations 2007 (SR 2007/398) (as at 21 December 2007) � New Zealand Legislation
Any service provider that does not access the fuelsaver database for a period of 8 weeks will have access terminated. This could be reviewed upon fresh application for access.
